Islamabad to Get Pakistan’s First Theme Park as Saudi Investors Join Hands with CDA
Saudi-Pakistan Business Council Chairman Prince Mansour bin Mohammed Al Saud and CDA Chairman Sohail Ashraf signed the MoU at Lahore’s historic Gaddafi Stadium. Under the proposed arrangement, Saudi investors will invest in the project and the CDA will provide land.

ISLAMABAD: A memorandum of understanding has been signed for a Saudi-backed theme park project in Islamabad, with the Capital Development Authority (CDA) expected to provide land and Saudi investors to finance the proposed development.
The MoU was signed by Prince Mansour bin Mohammed Al Saud, chairman of the Saudi-Pakistan Business Council, and CDA Chairman Sohail Ashraf at a ceremony held at Lahore’s historic Gaddafi Stadium. Federal Interior Minister and Pakistan Cricket Board Chairman Mohsin Naqvi attended as the chief guest.
Naqvi welcomed the agreement and congratulated Prince Mansour. He said Islamabad’s infrastructure was being developed along the lines of modern cities and that Saudi investors would be provided with all possible facilitation. He described the theme park as a project that could bring significant change to the capital.
Prince Mansour said Pakistan, particularly Islamabad, offered strong investment opportunities. Naqvi also said a real estate roadshow in Saudi Arabia was being planned for the coming months.
Project Details Yet to Be Announced
The announcement did not provide the proposed site, area, investment value, design, construction timetable or operating arrangements. Those details will be needed to assess the project’s scale and how it will proceed beyond the MoU.
Earlier Theme Park Plans in Islamabad
Islamabad has previously had plans for tourism and recreation projects. In May 2025, CDA’s Development Working Party approved consultancy funding for feasibility studies and detailed design work for a proposed theme park, a Ferris wheel and a cable car. The authority said the studies were intended to assess the projects’ viability and design.
CDA later said work was underway on tourism-related initiatives that included a theme park, safari park and cable car. The latest MoU introduces a Saudi investment component, but it has not yet been established publicly whether it is connected to the earlier feasibility work or represents a separate project.
The ceremony was attended by CDA members and members of the Saudi delegation.
