NCCIA Strengthens Karachi Team With Shahzad Akbar Posting

DG Syed Ali Nasir Rizvi is bringing young, active PSP officers into key NCCIA roles, with Shahzad Akbar’s Karachi assignment following the recent appointments of Muhammad Shoaib Khan in Islamabad and Atif Ameer in Lahore.

ISLAMABAD: The National Cyber Crime Investigation Agency (NCCIA) has assigned Shahzad Akbar additional charge as Deputy Director Karachi, adding a young Police Service of Pakistan (PSP) officer to its senior field team.

A notification dated October 18 says Akbar, currently Deputy Director (Immigration) at the Federal Investigation Agency’s Jinnah International Airport office in Karachi, will hold the NCCIA post for three months or until a regular incumbent is posted, whichever comes first. The additional charge takes effect immediately.

Akbar previously served as SP City in Islamabad Police. He is a Lahore University of Management Sciences graduate and entered the PSP after passing the CSS examination. An Establishment Division notification also lists him for a Fulbright scholarship for a master’s degree in public policy.

Recent Appointments Across Major Cities

His Karachi assignment follows the recent appointment of Muhammad Shoaib Khan as Additional Director NCCIA Islamabad and Atif Ameer as Additional Director Lahore Zone Operations. The three postings place active PSP officers in senior roles in the agency’s Islamabad, Lahore and Karachi operations.

Khan, a BS-18 PSP officer and former SSP Operations in Islamabad, has said his priorities include prompt handling of public complaints, merit-based investigations and greater use of digital forensic tools. After taking charge, he directed staff to act on complaints without unnecessary delay and said the Islamabad office should become more responsive to citizens.

Ameer previously served as SP Operations in Lahore’s City and Cantt divisions. In his NCCIA role, he has led public briefings on the agency’s operations against alleged online fraud and illegal call centres. His police operations experience now sits alongside the agency’s cybercrime investigative work in Lahore.

NCCIA Leadership Emphasises Investigative Standards

Rizvi, himself a PSP officer and former Islamabad Inspector General of Police, took over as NCCIA Director General in September. In outlining his priorities, he called for professional, forensic-based investigations, stronger digital capabilities and a citizen-focused response. He has also emphasized due process, privacy, timely complaint handling and accountability within the agency.

The recent appointments align with that stated direction: experienced police officers are being placed in operational leadership roles as NCCIA seeks to strengthen its presence across major cities. The agency’s effectiveness will also depend on specialist cyber-investigation skills, forensic capacity and consistent, fair handling of complaints.

The notification gives Akbar additional charge for a limited period; it does not announce a permanent appointment. It also confirms that he continues to hold his FIA Immigration position.
