Government Employees Given 90 Days to Declare Foreign Citizenship and Travel Documents

Establishment Division directs civil servants to disclose foreign citizenship, travel documents and marriages to foreign nationals involving themselves and their dependants within 90 days of the rules’ official gazette notification, warning that non-compliance or false declarations may constitute misconduct.

ISLAMABAD: The Establishment Division has issued an office memorandum outlining key instructions under the Foreign Citizenship Declaration Rules 2026, requiring civil servants to provide details of their foreign citizenship status and that of their dependants, along with relevant travel documents and other specified information.

Under the instructions, civil servants will be required to disclose information concerning foreign citizenship, travel documents and marriages to foreign nationals involving themselves or their dependants. The declaration must be submitted within 90 days of the rules being notified in the official gazette.

The Establishment Division has warned that failure to submit the required declaration or providing incorrect information will be treated as misconduct. Violations may lead to disciplinary proceedings under the Civil Servants (Efficiency and Discipline) Rules, 2020.

Ministries Directed to Compile Officers’ Records

The office memorandum directs ministries and divisions to compile and provide complete records of the relevant officers under their administrative control.

The requested information includes officers’ names, designations, Basic Pay Scale (BPS), foreign citizenship status and travel-document details. Ministries and divisions have also been instructed to provide corresponding information concerning the foreign citizenship and travel-document status of the officers’ dependants.

According to the Establishment Division, the instructions apply to officers falling under the administrative control of the respective ministries and divisions.

Certain Occupational Groups Exempted

The Establishment Division has specified that the instructions will not apply to officers belonging to the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group (SG) and Office Management Group (OMG), which have been listed as exempt from the requirements outlined in the memorandum.

The directive sets out a disclosure and record-compilation process for the covered civil servants, while warning that failure to comply with the prescribed requirements could result in disciplinary action under the applicable rules.
