Apparent Record Discrepancy in CDA Public Notice as Lease-Extension Documents Surface
Plots 09 and 20 appear in renewal list despite CDA letters extending their leases until 2047; separate official record shows Plot 1-A’s lease extended until 2055

ISLAMABAD: Serious questions have emerged over the accuracy of a recent Capital Development Authority public notice after official CDA documents indicated that the leases of at least two agro-farm plots appearing in the renewal list had already been extended until 2047.
The public notice calls upon owners of the listed commercial, industrial and agro-farm properties to submit applications and relevant documents for the extension or renewal of their leases.
According to documents available with this publication, Plot No. 09 in P&V Scheme No. IV, Murree Road, and Plot No. 20 in P&V Scheme No. II, Sehana Extension, are visibly included in the published list.

Plot No. 09 Lease Extended Until 2047
However, a letter issued by CDA’s Estate Management Directorate-II on December 14, 2020, records the Authority’s decision to extend the lease of the five-acre Plot No. 09 for a second term, effective from May 19, 2014, until May 17, 2047.
The same letter acknowledges receipt of a pay order amounting to Rs3,417,944 against the lease-extension fee. It was issued with the approval of the Member Estate, CDA.
Plot No. 20 Also Extended Until 2047
Similarly, an official CDA letter dated November 3, 2021, records the extension of the lease of the 2.5-acre Plot No. 20 in Sehana Extension until February 8, 2047.
The Authority also acknowledged receipt of Rs1,715,125 against annual ground rent, lease-extension fees, conservancy charges and other applicable dues.
The extension relating to Plot No. 20 was subject to the provision of a No Objection Certificate or Completion Certificate from CDA’s Building Control Section within six months.
The affected leaseholders maintain that their leases remain legally valid and that complete documentary evidence regarding payments, approvals and related proceedings is available with them.
Third Lease Record Extends Until 2055
A third official lease-extension record concerning Plot No. 1-A in P&V Scheme No. IV, Murree Road, has also surfaced.
A CDA letter dated March 15, 2024, states that the lease of the plot was extended for a second term of 33 years, effective from January 28, 2022, until January 27, 2055.
The letter also acknowledges receipt of a pay order amounting to Rs3,002,353 against annual ground rent, delayed ground-rent charges and the lease-extension fee.
This extension was also subject to the provision of a Building Control NOC or Completion Certificate within the stipulated period.
Questions Over CDA Record Coordination
The supplied copy of the newspaper notice visibly identifies Plots 09 and 20.
Plot No. 1-A is not clearly identifiable in the relevant portion of the supplied advertisement; nevertheless, its extension record raises broader questions about data reconciliation and coordination among CDA’s Estate Management, Revenue and Building Control departments.
The affected leaseholders have urged the Chairman CDA to order an immediate and transparent review of the matter and reconcile the records of all relevant departments.
Leaseholders Seek Clarification
They have also sought clarification on whether the inclusion of already extended leases in the renewal list resulted from outdated records, a clerical or data-entry error, incomplete legal formalities, or a lack of coordination among the concerned CDA wings.
The leaseholders have requested that no adverse action be taken without granting them an opportunity to be heard and examining the Authority’s own extension letters, acknowledged payments and other official records.
No formal CDA clarification addressing the apparent discrepancy had been made public at the time of filing this report. The Authority’s response will be incorporated whenever received.
