FIA Islamabad Tightens Accountability, Dismisses 10 Employees

FIA Islamabad Zone says 10 employees were dismissed, eight demoted and 58 handed other departmental penalties following disciplinary proceedings under the Civil Servants (Efficiency and Discipline) Rules, 2020.

ISLAMABAD: The Federal Investigation Agency’s Islamabad Zone has imposed departmental penalties in 76 cases, including the dismissal of 10 employees and demotion of eight others, as part of what the agency described as a major internal accountability exercise.

According to a press release issued by the FIA Islamabad Zone, disciplinary cases concerning alleged irregularities, breaches of discipline, irresponsible or unprofessional conduct and public complaints were taken up during an Orderly Room chaired by the Director FIA Islamabad Zone.

The FIA said the officials and employees concerned were personally heard and given an opportunity to present their position before decisions were taken after reviewing the available record and material.

Of the 76 penalties, 10 employees were dismissed from service while eight were demoted.

Those dismissed included Sub-Inspector Hassan Ali, Upper Division Clerk Muhammad Subhan, Head Constables Tahir Mahmood, Melvin Masih and Muhammad Bilal, Constables Tahir Safeer, Muhammad Ahmad Raza, Aqib Mahmood and Tahir Mahmood, and ASI Mubashir Kazmi, according to the FIA statement.

Eight other employees were demoted. Two assistant sub-inspectors were reduced to head constable, one upper division clerk to lower division clerk, while five head constables were reduced to the rank of constable.

58 Employees Face Other Departmental Penalties

The remaining 58 penalties included withholding promotions for varying periods. Promotion was withheld for three years in 19 cases, two years in 27 cases and one year in five cases. One employee was reduced by three stages in the pay scale, while six employees received censure, according to the agency.

The FIA said the disciplinary action was taken under the Civil Servants (Efficiency and Discipline) Rules, 2020. The rules provide for both minor and major penalties, including censure, withholding of promotion, reduction to a lower post or pay stage, removal and dismissal from service.

Alongside the disciplinary action, the FIA Islamabad Zone said three officers who demonstrated strong performance were awarded Commendation Certificate Class-II (CC-II).

FIA Vows Action Against Misconduct

The Director FIA Islamabad Zone said breaches of discipline, corruption, misuse of authority and irresponsible or unprofessional conduct would not be tolerated. The agency maintained that the employees concerned had been given an opportunity to present their position and that decisions were made after examining the available record.

The director also said good performance would continue to be recognised while departmental action would be pursued against employees found violating standards of discipline, integrity and professional responsibility.

The Civil Servants (Efficiency and Discipline) Rules, 2020 came into force in December 2020 and apply to civil servants.

Editor’s note: Details of the 76 disciplinary penalties, including the names and actions reported above, are based on the FIA Islamabad Zone press release provided to Islamabad Tribune.
