Alleged Assault and Confinement
Maliha Sahar, who is a mother of two minor children, stated in her complaint that she had allegedly been subjected to mistreatment for several months. She claimed that she had previously remained silent in an effort to preserve her family but that the situation progressively became more serious.
According to the complaint, the matter allegedly escalated on the evening of October 2, 2026, when Sahar said her husband physically assaulted her, took away her mobile phone and confined her inside a room.
She further alleged that she was prevented from contacting members of her family, meeting her children and seeking assistance from police or other people who could help her.
The FIR states that the alleged restrictions continued through the night and into the following day. Sahar also alleged that she was repeatedly intimidated and that statements were made which caused her to fear for her own safety and that of her children.
ADC Seeks Protection, Legal Action
In her application to police, the ADC sought immediate protection and legal action. She also requested that her physical condition and any injuries be medically examined and documented and that relevant evidence connected with the alleged incident be preserved as part of the investigation.
The complaint further requests measures to prevent any alleged harassment, coercion or retaliation and asks that the children not be used as a means of exerting pressure on her.
Sahar currently serves as Additional Deputy Commissioner Headquarters Rawalpindi. Punjab government transfer and posting orders issued in August had moved her from ADC Municipal Services Rawalpindi to the Headquarters position.
