Appointment Under NACTA Act, 2013
The appointment has been made under Section 10 of the NACTA Act, 2013, which establishes the statutory position of Deputy National Coordinator.
Under Section 10(1), the federal government appoints the Deputy National Coordinator for a three-year tenure.
Section 10(2) provides that the office may be filled by a professional serving in Basic Pay Scale 21 or an equivalent position, including officers drawn from the federal bureaucracy or the Police Service of Pakistan.
The legislation also provides for the National Coordinator to delegate certain powers to the Deputy National Coordinator with the approval of NACTA’s Board of Governors, subject to prescribed conditions.
Previous Leadership Role at NACTA
Dogar has previously been identified in official government communications as NACTA’s National Coordinator.
A Press Information Department release dated January 21, 2026, identified him in that capacity during an agreement between NACTA and Pakistan Bait-ul-Mal concerning assistance for affected families.
Subsequently, on September 5, 2026, Dawn reported that Major General Faisal Naseer had been appointed National Coordinator of NACTA following an Establishment Division notification.
The latest notification dated October 7 formally appoints Dogar to the separate statutory position of Deputy National Coordinator.
NACTA’s Institutional Responsibilities
Established in 2008 and granted statutory status through the NACTA Act, 2013, the authority serves as a central institution for coordinating Pakistan’s national security policy and strengthening cooperation among relevant government departments and institutions.
Its responsibilities include preparing national threat assessments, coordinating policy development, facilitating intelligence-sharing arrangements and monitoring the implementation of national action plans.
The authority also supports research, policy coordination and cooperation between federal and provincial institutions, while maintaining liaison with relevant international organizations.
The Deputy National Coordinator is a senior statutory position within this institutional framework, supporting NACTA’s leadership in carrying out its assigned responsibilities.
The October 7 notification establishes Dogar’s appointment and tenure but does not announce any new policy initiative, operational assignment or additional powers specifically granted to him.
The appointment notification has been issued by the Cabinet Secretariat’s Establishment Division for publication in the Gazette of Pakistan, with copies circulated to the concerned federal and provincial authorities for necessary official action.
