SSP Nadeem Hussain Fails PhD, Ordered to Repay Rs 8.69 m

The Establishment Division has converted the BS-19 police officer's nearly three-year study-related leave into extraordinary leave without pay and directed recovery of government funds within three months after he failed to complete his PhD.

ISLAMABAD, October 10, 2026 : The federal government has ordered the recovery of more than Rs8.68 million from Police Service of Pakistan (PSP) officer Nadeem Hussain after he failed to complete his PhD degree despite receiving financial benefits from the government during his study-related leave.

According to an official notification issued by the Cabinet Secretariat’s Establishment Division on October 7, 2026, the leave period of the BS-19 officer, spanning September 1, 2019, to July 19, 2022, has been retrospectively classified as Extraordinary Leave (EOL) without pay.

The notification states that the decision was taken following the officer’s failure to complete the PhD degree, described in the government document as an official task he was expected to accomplish during the specified period.

Government Orders Recovery of Rs8,689,890

The Establishment Division has identified an outstanding liability of Rs8,689,890, representing financial benefits received by the officer from the government during the period in which he was expected to obtain his doctoral qualification.

The officer has been directed to repay the amount to the Government of Pakistan under account head C03824 — Recoveries of Overpayments.

The notification requires him to clear the outstanding liability within three months of its issuance and submit documentary evidence confirming payment to the relevant authorities.

Study Leave Converted Into Leave Without Pay

The government has reclassified the officer’s leave from September 1, 2019, to July 19, 2022, as extraordinary leave without pay.

Under the federal government’s Revised Leave Rules, 1980, extraordinary leave is a recognised category of leave during which a government employee is not entitled to regular salary.

In this case, the Establishment Division has applied the unpaid-leave classification retrospectively to the period during which Nadeem Hussain was pursuing his PhD.

The notification explicitly links the administrative decision to his inability to complete the doctoral qualification.

Three-Month Deadline and Conditional Notification

The notification further stipulates that the officer must settle the entire outstanding amount within three months of October 7, 2026, and produce evidence of repayment.

If the amount remains unsettled within the specified period, the notification states that it shall be deemed void ab initio, a legal expression meaning invalid from the outset.

This provision makes the notification’s validity conditional upon compliance with the repayment requirement. The document does not specify what subsequent administrative arrangements would apply if that condition is not fulfilled.

Balochistan Government Directed to Ensure Recovery

The Establishment Division has also assigned responsibility to the Government of Balochistan to ensure recovery of the outstanding amount within the stipulated three-month period.

The provincial government has been instructed to inform the federal Establishment Division about compliance with the recovery directive.

Furthermore, the notification confirms that a formal note regarding the recovery has been placed in the officer’s personal service file.

The notification was issued under reference number 12(3)/2002-E-3(Police) and signed by Deputy Secretary Mahmood-ul-Hassan. It was also marked for publication in Part-I of the Weekly Gazette of Pakistan.

Administrative Accountability and Public Funds

The development highlights the financial obligations associated with government-supported higher education and official study leave.

Civil servants granted study-related financial benefits may be subject to conditions governing the completion of their educational assignments and the use of public resources.

In Nadeem Hussain’s case, the federal government has formally identified the outstanding amount and issued instructions for its recovery following the reported non-completion of the academic assignment.

However, the notification does not identify the university where the officer was enrolled, explain the circumstances preventing completion of the PhD, or indicate whether he has submitted any representation challenging the decision.

It also does not establish that the outstanding amount has already been recovered.

The action described in the notification is administrative and financial in nature. The document does not announce any criminal proceedings or dismissal from service.

Further developments will depend on the officer’s compliance with the repayment requirement and any subsequent official decisions concerning the notification.
