Ahsan Iqbal Defends KP Emergency, Criticises PTI

Federal planning minister says emergency and governor’s rule are constitutionally permitted measures of last resort, accusing PTI of prioritising political confrontation over dialogue and provincial responsibilities.

ISLAMABAD, October 13, 2026: Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal has defended the imposition of emergency and governor’s rule in Khyber Pakhtunkhwa, arguing that the Constitution permits such exceptional measures under extraordinary circumstances, while strongly criticising Pakistan Tehreek-e-Insaf (PTI) over its political decisions and approach to negotiations.

In a statement issued on October 12, the federal minister acknowledged that emergency provisions and governor’s rule were not desirable arrangements under normal democratic circumstances. However, he maintained that the Constitution of 1973 provides mechanisms for introducing such measures when necessary, subject to parliamentary and judicial scrutiny.

Iqbal rejected the argument that emergency and governor’s rule were inherently unconstitutional, saying their legality and justification must be assessed through established constitutional procedures.

Security Concerns and Provincial Responsibilities

Referring to the situation in Khyber Pakhtunkhwa, Iqbal claimed that the province’s worsening security challenges had become a serious concern for the entire country.

He maintained that protecting citizens and supporting national security efforts were fundamental responsibilities of any provincial administration.

According to the minister, the former PTI-led provincial government had diverted political and administrative attention towards confrontation with the federal authorities at a time when greater institutional coordination was required.

Iqbal also alleged that the planned political march towards Islamabad risked creating opportunities for armed groups by diverting security resources. These allegations were presented as the minister’s assessment and were not independently established in his reported statement.

Ahsan Iqbal Criticises PTI Over Failed Negotiations

The planning minister accused PTI of repeatedly choosing political confrontation instead of resolving disputes through negotiations.

He claimed that the federal government had made efforts to settle disagreements through dialogue, but elements within PTI had undermined those attempts.

Iqbal further argued that political leadership required the ability to negotiate and reach practical solutions despite disagreements.

In remarks separately reported by Pakistani media, he sarcastically thanked PTI for what he described as prioritising stubbornness and personal pride over political judgment, leading to the loss of its provincial government.

The minister also referred to PTI’s previous political decisions, including the resignations of its lawmakers from the National Assembly and the dissolution of the Punjab Assembly, arguing that those actions had weakened the party’s political position.

Minister Highlights Constitutional Accountability

Iqbal also referred to the constitutional crisis of April 2022, when the then deputy speaker rejected a no-confidence motion against former Prime Minister Imran Khan.

He recalled that the Supreme Court subsequently declared the deputy speaker’s ruling and the dissolution of the National Assembly unconstitutional and restored the legislature.

According to Iqbal, political parties must consistently respect constitutional principles, whether they are in government or opposition.

He argued that the public mandate should be respected at every level of government and that constitutional provisions should not be interpreted differently according to changing political interests.

Political Protests and Economic Stability

Discussing political demonstrations, Iqbal acknowledged that peaceful protest was a democratic right but said it must be exercised within the law and with respect for public safety and citizens’ rights.

He warned that repeated political confrontations in Islamabad could disrupt businesses, employment, investment and everyday economic activity.

The minister said Pakistan needed political stability to strengthen its international standing and convert diplomatic engagement into economic opportunities.

He emphasised that political differences should be resolved through constitutional processes, parliamentary engagement and meaningful dialogue rather than recurring confrontations.

Background of Emergency and Governor’s Rule

The minister’s remarks followed the federal government’s October 11 decision to impose emergency measures and governor’s rule in Khyber Pakhtunkhwa.

President Asif Ali Zardari approved the measures on the advice of Prime Minister Shehbaz Sharif, with the government invoking Articles 232 and 234 of the Constitution.

Federal authorities justified the decision by referring to security concerns and what they described as a breakdown in cooperation with the PTI-led provincial administration.

However, PTI and other opposition leaders rejected the federal government’s justification, describing the intervention as an infringement of the province’s democratic mandate and constitutional autonomy.

Opposition representatives have also announced plans to challenge the decision before the courts.

The contrasting positions have intensified the constitutional and political debate over federal intervention in provincial governance, the limits of emergency powers and the future of relations between Islamabad and Khyber Pakhtunkhwa.

Iqbal maintained that Pakistan’s political future required constitutional consistency, dialogue and responsible leadership to prevent citizens from repeatedly bearing the consequences of prolonged political uncertainty.
