Additional Director Muhammad Shoaib Khan directs specialized units to prioritize child online protection, women's digital safety, CyberTipline referrals and cases involving alleged anti-state online activities.

ISLAMABAD: The National Cyber Crime Investigation Agency (NCCIA) Islamabad Zone has formed specialized investigation teams to address emerging cybercrime challenges, strengthen digital security and ensure timely action on complaints involving vulnerable groups, particularly women and children.

The decision was made during a high-level meeting chaired by Additional Director Muhammad Shoaib Khan, attended by relevant officers of the NCCIA Islamabad Circle.

According to an official NCCIA press release, the meeting reviewed emerging cybercrime trends, operational challenges and the need for a coordinated investigative response to increasingly complex digital offences.

Specialized Teams Assigned Priority Investigations

Officials discussed the formation and deployment of dedicated teams to handle several sensitive categories of cybercrime complaints.

These include referrals associated with the National Center for Missing & Exploited Children (NCMEC) CyberTipline, child sexual abuse material (CSAM) investigations, online harassment and victimization of women, and cases described by the agency as involving anti-state activities.

The NCMEC CyberTipline is an international reporting mechanism that receives information about suspected online exploitation of children and makes relevant reports available to appropriate law enforcement authorities.

The specialized NCCIA teams are expected to prioritize these investigative categories through coordinated procedures, professional expertise and modern digital investigation techniques.

Zero-Tolerance Policy Against Cyber Offences

Addressing the meeting, Additional Director Muhammad Shoaib Khan directed officers to adopt a zero-tolerance approach towards cyber offences and ensure that citizens’ complaints receive prompt attention.

He emphasized that effective investigations require professional competence, advanced technical skills and close coordination among relevant officers.

According to the agency, the newly established teams will operate under a coordinated strategy intended to accelerate investigations, improve transparency and strengthen the effectiveness of enforcement operations.

Shoaib stressed that officers must respond promptly to complaints and maintain professional standards throughout the investigative process.

Protecting Citizens and Ensuring Timely Justice

The Additional Director said the fundamental objective of NCCIA was to protect citizens against digital offences, provide timely justice to affected individuals and promote a safer online environment.

He highlighted the importance of strengthening institutional capabilities to respond to changing digital risks, particularly those affecting women and children.

The agency said the dedicated teams would help improve operational efficiency by concentrating investigative resources on priority categories requiring specialized technical attention.

The initiative reflects NCCIA Islamabad Zone’s stated commitment to improving complaint handling, strengthening digital investigations and enhancing public confidence in cybercrime enforcement.

The agency did not disclose the number of specialized teams, their staffing arrangements or a detailed operational timetable.

NCCIA operates under Pakistan’s legal framework governing electronic offences, including the Prevention of Electronic Crimes Act (PECA), while investigations and subsequent legal proceedings remain subject to applicable laws and due process.
