Capt. (Rtd) Mustansar Feroze Appointed DG Safe City Islamabad

35th Common PSP officer and former Punjab Safe Cities COO, known for leading the internationally recognised “Mera Pyara” initiative, assumes charge of the capital’s technology-driven security system amid its ongoing modernisation.

ISLAMABAD: Capt. (Rtd) Mustansar Feroze, a BS-19 officer of the Police Service of Pakistan (PSP) belonging to the 35th Common, has been appointed Director General of Safe City Islamabad following his transfer from the Punjab government.

The Establishment Division notified his transfer on October 14, 2026, placing his services at the disposal of Islamabad Police. He previously served as Chief Operating Officer of the Punjab Safe Cities Authority (PSCA). His appointment comes as Islamabad Safe City undergoes a major technology-driven expansion under the federal government’s push to turn the capital into a model “Capital Smart City.”

Early Career and Islamabad Postings

Feroze, a retired army captain, joined the Police Service as an Assistant Superintendent of Police (ASP) in 2008. He began his career as ASP Margalla Circle in Islamabad and later served as SP CIA and SP City in the capital. During the 2014 PTI sit-in, he was SP City and, along with the then SSP Operations Mohammad Ali Nekokara, reportedly declined to use force against protesters when ordered by the acting IGP.

In 2010, as a young ASP, he received the All-Round Best Trophy from then Prime Minister Syed Yousaf Raza Gilani at the National Police Academy passing-out parade.

District and Lahore Assignments

He went on to serve as District Police Officer (DPO) in Chiniot, Bahawalpur, Bahawalnagar, Sialkot, and Mianwali. In Lahore he held several key posts, including SP Security, SP CRO, and SSP Operations (twice). In January 2023 he was appointed Chief Traffic Officer (CTO) Lahore.

Leadership at Punjab Safe Cities Authority

As COO of the Punjab Safe Cities Authority, Feroze oversaw some of the country’s more visible technology-led policing initiatives. The flagship “Mera Pyara – Virtual Center for Child Safety” integrated helplines, welfare systems and AI-enabled reporting to reunite missing children, elderly persons and people with disabilities with their families. In 2026 the project ranked among the Top 5 Global Champion Projects in the E-Government category of the WSIS Prizes organised by the International Telecommunication Union (ITU).

He also drove the Intelligent Traffic Management System, which uses AI to detect congestion, predict traffic flow and issue real-time alerts. Officials and colleagues have described these projects as models of smart governance that gained international recognition.

Context of the Islamabad Appointment

Islamabad Safe City has been under active expansion. Interior Minister Mohsin Naqvi set a September 30, 2026 deadline for completion of the expansion phase, with work reported at around 85 percent in September. The project involves additional cameras, hundreds of kilometres of optical fibre, a modern data centre, and cybersecurity upgrades, alongside the eventual conversion of Safe City into a broader Capital Smart City framework integrating traffic, emergency response and civic services.

Previously, the DG Safe City role was held by Muhammad Haroon Joya (also DIG Traffic). Feroze’s extensive experience with technology-driven safe-city systems in Punjab is seen by observers as relevant to the capital’s ongoing modernisation drive.

The appointment places an officer with both conventional field policing experience and proven leadership in digital public-safety platforms at the head of one of the federal capital’s most strategically important technology projects.
