Federal Government Issues Order for Pakistan Army Deployment in KP
Interior Ministry issues formal order under Article 245 to support civil administration, protect citizens and government installations; KP governor to determine troop strength in consultation with GHQ.

ISLAMABAD, October 11, 2026: The federal government has formally authorized the deployment of Pakistan Army troops and military assets in Khyber Pakhtunkhwa to assist the civil administration, according to an official order issued by the Ministry of Interior and Narcotics Control on Sunday.
Army Deployment Authorized Under Article 245
The order, issued under Article 245 of the Constitution of Pakistan, authorizes military assistance for protecting citizens’ lives, personal security, property and government installations throughout the province.
According to the notification, the authorization will remain in effect for the duration of the presidential proclamation dated October 11, 2026, issued under Articles 232 and 234 of the Constitution.

The Interior Ministry stated that the federal government had exercised its constitutional authority under Article 245 to authorize the deployment of Pakistan Army troops and assets in aid of civil power.
The notification further specifies that the deployment is intended to safeguard citizens and their property while ensuring the security of government installations in Khyber Pakhtunkhwa.
Governor to Determine Troop Strength
Under the order, the Governor of Khyber Pakhtunkhwa will determine the number of military personnel and assets required for the deployment in consultation with the Military Operations Directorate at General Headquarters (GHQ).
The notification does not specify the exact number of troops or military assets to be deployed, leaving that determination to the governor in coordination with the military authorities.
Deployment Linked to Emergency Proclamation
The order explicitly connects the deployment authorization to the presidential proclamation issued on October 11, 2026, under Articles 232 and 234.
It states that the new authorization supersedes earlier orders relating to the matter.
The deployment authorization therefore remains linked to the duration of the October 11 proclamation, rather than specifying a separate fixed deployment period.
Interior Ministry Issues Formal Order
The notification bears reference number F.No.3/1/2026-CAF(C)-Deployment and is dated October 11, 2026.
It was issued under the authority of the Ministry of Interior and Narcotics Control and signed by Dr G.M. Mahmoodi, Section Officer CAF(C).
The order has been forwarded for publication in the next issue of the Gazette of Pakistan, Part II.
Copies have also been marked to the President’s Office, Prime Minister’s Office, Governor’s Secretariat in Peshawar, Military Operations Directorate at GHQ, Khyber Pakhtunkhwa Home Department, Inspector General of Police, Peshawar High Court Registrar and other relevant federal authorities.
The notification formally establishes the federal government’s authorization for Pakistan Army assistance to the civil administration in Khyber Pakhtunkhwa, with the precise troop strength and assets to be determined through consultation between the provincial governor and GHQ.
