CDA Approves 23 Commercial Building Plans in Four DVC Meetings
Of 40 cases under consideration, eight were withdrawn before meetings over incomplete requirements, while CDA says deferred cases will return to the Design Vetting Committee after documentation and design issues are addressed.

ISLAMABAD: The Capital Development Authority’s (CDA) Design Vetting Committee (DVC) has approved 23 commercial building plan cases during its four recent meetings as the civic agency moves to streamline regulatory approvals and facilitate construction and investment in the federal capital.
23 Cases Approved From 32 Presented
According to information shared by the CDA, a total of 40 commercial building plan cases were under consideration in connection with the four meetings held on June 4, June 16, July 30 and August 20, 2026.
Of these, eight cases were withdrawn by the respective architects and sponsors before the meetings because documentation and other necessary requirements had not been completed. The remaining 32 cases were placed before the DVC, of which 23 received approval.
Five cases could not be presented due to the absence of clients or architects, while other cases were deferred over issues including parking arrangements, required parameters and deficiencies in the presentation of designs. CDA said the deferred cases would be placed before upcoming DVC meetings once the relevant requirements are fulfilled.
CDA Issues Advisory to Architects
The authority said an advisory had also been issued to architects regarding compliance with the requirements for cases submitted to the DVC.
37 Projects Approved Earlier in 2026
The latest figures follow a broader push by CDA to accelerate building approvals in Islamabad. Earlier this month, the authority said that 37 commercial and residential projects covering approximately 6.69 million square feet had been approved through seven DVC meetings held during 2026. CDA said those projects included commercial buildings, apartments, mixed-use developments, offices, hostels, mosques and a school.
Parking Requirements Revised
The CDA has also recently revised parking requirements for high-rise commercial buildings, changing the standard from one car parking space per 750 square feet to one per 1,000 square feet. The authority said the measure was intended to address construction challenges and facilitate commercial development.
New Accountability Measures Introduced
As part of new accountability measures, CDA said the final approval letter issued through the DVC process would identify the owner as well as the architects and consultants associated with a project. Their names would also be displayed at the construction site.
The measure is intended to establish responsibility if unauthorised changes are subsequently made to an approved design, with CDA saying legal proceedings could be initiated against responsible owners, architects or consultants where applicable.
Committee to Review Building Bylaws
CDA has also constituted a committee comprising officials from relevant formations to examine complications arising from existing bylaws. The committee is expected to review parking, commercial regulations and other related issues and prepare recommendations.
CDA Opens Complaint Channels
The authority said citizens whose cases are not being brought before the DVC may register complaints with the Member Planning or Chairman CDA’s office. Complaints and feedback concerning DVC cases, land and other related matters may also be submitted through CDA’s online channels.
CDA maintains that simplifying building-plan approvals is intended to encourage investment and construction in Islamabad while ensuring public safety and compliance with applicable regulations. Its published requirements for building-plan approval include prescribed forms, architectural and structural plans and supporting ownership and technical documents.
