Additional Director Muhammad Shoaib Khan personally hears citizens' grievances involving online harassment, financial fraud and cybercrime, directing officials to ensure prompt action and effective follow-up.

ISLAMABAD, October 13, 2026: The National Cyber Crime Investigation Agency (NCCIA), Islamabad Zone, organised an open court to address public complaints related to cybercrime, online harassment, financial fraud and other digital concerns, with Additional Director Muhammad Shoaib Khan personally hearing citizens’ grievances and issuing instructions for immediate action.
According to an NCCIA spokesperson, the public hearing provided citizens with an opportunity to directly present their complaints before the senior official and seek intervention in matters requiring investigation or administrative attention.
During the session, Muhammad Shoaib Khan reviewed complaints submitted by visitors and directed the relevant officers to take timely action in accordance with applicable laws and established procedures.
The Additional Director emphasised that addressing citizens’ problems and ensuring the effective handling of complaints remain among the agency’s foremost priorities.
Immediate Action on Public Complaints
The spokesperson said the complaints presented during the session included online harassment, financial fraud, cybercrime and other technology-related grievances.
After listening to the complainants, Shoaib Khan instructed the concerned officers to prioritise their applications, initiate appropriate proceedings without unnecessary delays and maintain effective follow-up until the matters receive due consideration.
He stressed the importance of a citizen-friendly complaint-handling process, particularly in cases where individuals approach the agency seeking assistance with sensitive online matters.
The directives focused on timely responses, professional conduct and ensuring that citizens’ concerns receive appropriate attention.
Citizen Protection Remains a Priority
Speaking during the open court, Muhammad Shoaib Khan reaffirmed the NCCIA’s commitment to protecting citizens and addressing complaints through effective legal and investigative measures.
He maintained that the agency remains determined to improve public services and take appropriate action against offences falling within its jurisdiction.
The session also provided an opportunity for complainants to raise their concerns directly with the Additional Director rather than relying solely on routine complaint-submission channels.
Focus on Responsive Cybercrime Investigations
The public hearing follows Muhammad Shoaib Khan’s recent assumption of charge as Additional Director of NCCIA Islamabad Zone on October 9, 2026.
Following his appointment, he had instructed officials to adopt a transparent, professional and merit-based approach to complaint handling while strengthening the agency’s response to digital offences.
The latest open court reflects those previously announced administrative priorities, with particular emphasis on public accessibility, prompt attention to complaints and stronger institutional accountability.
How Islamabad Residents Can Report Complaints
The NCCIA is the federal agency responsible for investigating offences falling under Pakistan’s electronic crimes legislation, including the Prevention of Electronic Crimes Act, 2016, as amended.
According to the agency’s official website, citizens can submit complaints through its online portal at https://complaint.nccia.gov.pk or seek assistance through its national helpline, 1799.
The agency also lists its Islamabad reporting office at Plaza 5/C, Street No. 169, Sector G-13/3, Islamabad.
Although the Additional Director directed officials to act promptly, the public statement did not specify the total number of complaints heard, the number resolved during the session or any subsequent investigation outcomes.
The NCCIA spokesperson reiterated that the agency remains committed to addressing citizens’ grievances and taking effective legal measures against cybercrime.
