FIA Books CDA Officials Over Rs200m Plot Allotments

Former CDA directors and senior officials named in FIA case involving 10 allegedly unlawful residential plot allotments in Sector I-12/4; one suspect reportedly arrested as investigators examine the roles of additional officials.

ISLAMABAD, October 9, 2026: The Federal Investigation Agency (FIA) has registered a criminal case against several serving and former officials of the Capital Development Authority (CDA), along with private individuals, over the alleged fraudulent allotment of 10 residential plots worth more than Rs200 million in Islamabad’s Sector I-12/4.

The case, registered by the FIA Corporate Crime Circle Islamabad, centres on allegations of forged property records, abuse of official authority and the unlawful allocation of valuable residential plots through the CDA’s Land and Rehabilitation Directorate.

According to reported details of the First Information Report (FIR), several former senior CDA officers, administrative staff members and a private property dealer have been nominated in connection with the disputed allotments.

Former Directors and Senior Officials Named

The reported FIR names former CDA Director Irfanullah, former Deputy Director General Afnan Alam and former Director Sidra Anwar among the accused.

CDA legal counsel Latif Saeedi and Administration Officer Asghar Ali have also reportedly been named in the case.

Two dealing assistants, Faqir Muhammad and Muhammad Athar Khan, are also among those nominated.

The case further names property dealer Sajid Aslam and other individuals who allegedly benefited financially from the disputed allotments.

Investigators allege that the individuals involved acted in coordination to process and facilitate residential plot allotments without fulfilling the applicable legal requirements.

These claims remain allegations, and the registration of an FIR does not establish criminal responsibility.

Ten Residential Plots Worth Over Rs200 Million

The investigation concerns 10 residential plots in Sector I-12/4, each reportedly measuring 30 by 60 feet.

The combined value of the properties has been estimated at more than Rs200 million, making the case a significant investigation into the management of valuable public-sector land in Islamabad.

According to the allegations, the allotments were processed using forged or otherwise irregular documentation, raising questions over the verification of ownership, compensation eligibility and approval procedures.

The central issue is whether individuals who received the plots were legally entitled to them and whether CDA personnel knowingly approved allotments that violated established rules.

Former Member Estate and Assistant Director Under Scrutiny

The reported FIR also calls for an examination of the role of the then CDA Member Estate and Assistant Director Yasir Shah.

The investigation is expected to assess whether the relevant officials exercised appropriate oversight of allotment procedures and whether any administrative decisions contributed to the alleged irregularities.

Importantly, the reported direction to examine their roles should not be interpreted as confirmation that they have been formally charged or found responsible for wrongdoing.

Case Registered Under Multiple Criminal Provisions

According to the information received, the FIA registered the case under Sections 419, 420, 468, 471 and 109 of the Pakistan Penal Code, along with Section 5(2) of the Prevention of Corruption Act.

These provisions concern allegations involving cheating by personation, cheating, forgery for the purpose of cheating, use of forged documents and abetment, alongside offences under anti-corruption legislation.

The application of these provisions reflects the allegations under investigation and does not constitute a judicial finding against any of the individuals named.

One Suspect Reportedly Arrested

According to FIA sources cited in the latest information, investigators have so far arrested one suspect in connection with the case.

The identity of the arrested individual has not been independently confirmed, and it remains unclear whether additional arrests are imminent.

The investigation is expected to involve scrutiny of original allotment files, land acquisition and compensation records, official correspondence and approval documents, as well as the respective responsibilities of officials handling the allotment process.

Previous CDA Inquiry Raised Questions

The criminal case follows an earlier internal inquiry into the same sector, which brought alleged irregularities involving 10 residential plots to public attention.

On October 6, reports revealed that the CDA had examined allotments allegedly made to the legal heirs of a deceased landowner who had already received compensation land in Tehsil Jalalpur Pirwala, Multan.

According to those reports, the earlier compensation had allegedly been concealed during the processing of residential plot allotments in Islamabad.

CDA Member Estate Muhammad Zaman Wattoo had confirmed that an inquiry was underway and that the authority was examining the roles of officials responsible for the disputed allotments.

The reported registration of the FIA case represents a significant development following those concerns.

Questions Over Land Records and Accountability

The case has brought renewed attention to the CDA’s land compensation and rehabilitation procedures, particularly the verification of claims submitted by individuals affected by land acquisition for Islamabad’s development.

The CDA Land and Rehabilitation Directorate is responsible for handling land acquisition matters, rehabilitation claims and certain residential plot allotments.

The investigation may help determine whether forged documentation was used, whether previous compensation records were properly checked and whether officials followed mandatory approval procedures.

It may also establish whether any individuals received undue financial benefits through the allotment or subsequent transfer of disputed properties.

The outcome could have implications for the handling of compensation-based allotments and the safeguards used to protect legitimate claimants and public property.

Investigation Continues

The FIA’s investigation remains ongoing, with further examination expected into the roles of both government officials and private beneficiaries.

The complete FIR, individual responses from the accused and independently verified details of the reported arrest were not available at the time of preparing this report.

All those named in the case remain entitled to the presumption of innocence and due process. Criminal responsibility can only be determined through proceedings before a competent court.
