FIA Uncovers Alleged Fake Medico-Legal Certificate Racket at PIMS, Three Arrested

FIA alleges suspects accepted bribes to issue forged medico-legal certificates used to facilitate false criminal cases in Islamabad.

ISLAMABAD: The Federal Investigation Agency (FIA) has arrested three suspects, including a medico-legal officer, after uncovering an alleged fake medico-legal certificate (MLC) racket operating at the Pakistan Institute of Medical Sciences (PIMS).

Trap Raid Leads to Arrest

According to an official statement issued by the FIA Islamabad Zone, the Anti-Corruption Circle Islamabad conducted a trap raid under the supervision of a judicial magistrate after receiving credible information and obtaining approval from the competent authority.

During the operation:

  • An FIA official acted as a decoy.
  • Rs50,000 in marked currency was offered as an advance payment to obtain a fake MLC.
  • Muhammad Usman, a Lower Division Clerk (LDC) at the Medico-Legal Office, was allegedly caught red-handed while accepting the marked cash.

Allegations Against the Suspects

The FIA alleged that the suspects issued forged medico-legal certificates in exchange for bribes, which were then used to facilitate the registration of false criminal cases at various police stations in Islamabad.

Investigators further claimed that individuals with no visible injuries were allegedly given superficial cuts and stitches to support fabricated medico-legal reports.

Further Arrests and Evidence Seized

Following Usman’s arrest, the agency also detained a medico-legal officer at PIMS and ward boy Rameez Akhtar.

During the raid, officials seized alleged fake MLC records from the hospital.

The FIA said forensic examination of the suspects’ mobile phones revealed incriminating chats and banking transactions that allegedly linked them to the offence.

FIR Registered

According to the agency, FIR No. 38/2026, dated July 21, 2026, was registered under:

  • Sections 420, 468, 471 and 109 of the Pakistan Penal Code.
  • Section 5(2) of the Prevention of Corruption Act, 1947.

Court Grants Remand

The suspects were produced before a court, which granted a three-day physical remand of the two male suspects, while the medico-legal officer was sent to judicial custody.

The investigation is ongoing, according to the FIA.
