NCCIA Gets New Sub-Jail in Islamabad’s I-10 Sector
Chief Commissioner designates a building in Sector I-10/3 as a sub-jail for NCCIA detainees, placing its security and custody arrangements under the agency’s director general.

ISLAMABAD: The Islamabad Capital Territory administration has designated a building in Sector I-10/3 as a sub-jail/sub-lock-up for individuals arrested by the National Cyber Crime Investigation Agency (NCCIA), according to a notification issued by the Office of the Chief Commissioner.
Building Designated for NCCIA Arrests
The order declares the building located at Plot No. 89, Street No. 7, I-10/3, Islamabad, a sub-lock-up/jail specifically for persons arrested by the NCCIA.
According to the notification, the decision was taken following a request from the NCCIA contained in a letter dated August 18, 2026.
The Chief Commissioner exercised powers cited under Section 541 of the Code of Criminal Procedure, 1860, along with provisions of the Prison Act, 1894, and the Islamabad Capital Territory (Administration) Order, 1980.
NCCIA Given Security Responsibility
The notification states that responsibility for the security of the designated facility, as well as the persons detained there, will rest with the Director General of the NCCIA.
The agency will also be required to designate an officer not below BPS-17 to maintain the detention facility’s official records.
The order has taken effect immediately and will remain in force until further orders.
Copies of the notification have been forwarded to the Ministry of Interior and Narcotics Control, Director General NCCIA, Inspector General of Police Islamabad, District Magistrate Islamabad and other relevant officials.
Comes Amid Cybercrime Crackdown
The development comes amid heightened law-enforcement activity against alleged illegal call-centre and cybercrime operations involving foreign nationals in the federal capital.
In a separate major operation reported earlier this month, NCCIA arrested 114 foreign nationals — 111 Chinese and three Vietnamese — over alleged online activities, while FIA detained another 258 foreigners over alleged violations of visa conditions.
A court subsequently sent 372 foreign nationals arrested in the two cases to judicial custody.
Earlier reporting also showed that another Islamabad commercial building had been designated a sub-jail following the large-scale detentions, highlighting the unusual logistical demands created by the crackdown.
Facility Specifically for NCCIA Detainees
The newly issued I-10/3 notification, however, specifically concerns NCCIA detainees and separately assigns responsibility for their security and detention records to the cybercrime agency.
The establishment of a sub-jail is an administrative detention arrangement and does not, by itself, establish the guilt of any person held there.
Allegations against arrested individuals remain subject to investigation and judicial proceedings.
