Federal Government Recalls 15 PAS Officers From KP

Establishment Division issues immediate transfer orders for senior administrative officers, including the provincial chief secretary, as federal authorities announce a wider bureaucratic reshuffle in Khyber Pakhtunkhwa.

ISLAMABAD, October 11, 2026: The federal government has withdrawn the services of 15 Pakistan Administrative Service (PAS) officers serving in Khyber Pakhtunkhwa, including the provincial chief secretary, and directed them to report to the Establishment Division in Islamabad with immediate effect.

Major Administrative Reshuffle in KP

According to separate notifications issued by the Cabinet Secretariat’s Establishment Division on Sunday, the officers have been transferred from their existing provincial assignments until further orders.

The decision forms part of a wider administrative reshuffle following the imposition of emergency measures and governor’s rule in Khyber Pakhtunkhwa.

Chief Secretary Replaced

Among the senior officers affected is BS-21 officer Shahab Ali Shah, who has been replaced as Khyber Pakhtunkhwa’s chief secretary. The federal government has appointed Dr Muhammad Fakhr Alam Irfan as the province’s new chief secretary.

Two other BS-21 officers, Ikramullah and Ambar Ali Khan, have also been directed to report to the Establishment Division.

In BS-20, Shahidullah and Sohail Khan have been transferred from Khyber Pakhtunkhwa and instructed to report to the federal Establishment Division.

Transfers Across BS-19 and BS-18

Five BS-19 officers have received similar orders. They include Shah Fahad, Captain (Retired) Mian Adil Iqbal, Muhammad Usman, Captain (Retired) Sarmad Saleem Akram and Shafiullah Khan.

The transfers also cover five BS-18 officers: Captain (Retired) Muhammad Zubair Khan, Waqar Ali, Captain (Retired) Sanaullah Khan, Muhammad Ihtisham-ul-Haq and Muhammad Faheem.

The notifications specify that the transfers take immediate effect and remain applicable until further orders are issued by the competent authorities.

The orders concerning PAS officers were issued through the Establishment Division’s E-5/PAS section, with notifications signed by Section Officer Arslan Javaid.

Police Service Officers Also Transferred

Separate notifications issued by the Establishment Division also confirm changes involving officers of the Police Service of Pakistan (PSP).

BS-20 officers Humayun Masood Sandhu and Irfan Tariq, previously serving under the Khyber Pakhtunkhwa government, have been transferred and directed to report to the Establishment Division with immediate effect.

The broader reshuffle also includes PSP officers Fasihuddin (BS-20) and Imran Khan (BS-18), who have similarly been directed to report to the federal authorities.

Meanwhile, Aitzaz Arif, a BS-18 PSP officer serving in Balochistan, and Saad Afridi, a BS-18 PSP officer serving in Punjab, have been transferred, with their services placed at the disposal of the Khyber Pakhtunkhwa government.

Other police personnel assigned to the province include Islamabad Police officer Pari Gul Tareen and Lieutenant Commander (Retired) Kashif Aftab Abbasi from Sindh.

Further Administrative Appointments

As part of the same administrative changes, the federal government has placed the services of Muhammad Yahya Akhunzada, a BS-20 PAS officer serving at the Prime Minister’s Office, at the disposal of the Khyber Pakhtunkhwa government.

The provincial administration is also receiving the services of Khawaja Muhammad Sikandar Zeeshan, previously posted in Punjab, and Major (Retired) Aurangzeb Badani, previously serving at the National Institute of Public Administration in Quetta.

The transfers and fresh assignments represent a substantial reorganisation of senior administrative and police personnel serving in Khyber Pakhtunkhwa.

The Establishment Division’s orders establish the immediate reporting and transfer requirements, while specific responsibilities and subsequent postings will depend on further official instructions.
