Khan’s appointment follows an official notification issued by NCCIA Headquarters Islamabad on October 6, 2026, under notification number HQ/NCCIA/Admin/2026/9770-76.

The notification confirms that Muhammad Shoaib Khan, a BS-18 officer of the Police Service of Pakistan (PSP), who was previously awaiting posting, has been assigned as Additional Director, NCCIA Zone Islamabad, with immediate effect and in his existing pay and scale.

According to information shared with Islamabad Tribune, Khan has now formally taken charge of his new responsibilities.

NCCIA Leadership Reshuffle Under DG Ali Nasir Rizvi

The appointment comes as NCCIA Director General Syed Ali Nasir Rizvi continues making administrative and leadership adjustments within the federal agency.

Under the same notification, Ehsan Ullah Chohan, another BS-18 PSP officer, has been transferred from his position as Additional Director, NCCIA Zone Islamabad, to Additional Director Administration at NCCIA Headquarters in Islamabad.

The two appointments represent changes in both the agency’s Islamabad operational leadership and its headquarters administration.

The notification was issued with the approval of the Director General and signed by Director Administration Irfan Ullah Khan.

Shoaib Khan’s Previous Islamabad Police Assignments

Muhammad Shoaib Khan has previously held several significant policing assignments in the federal capital, including Senior Superintendent of Police (SSP) Operations Islamabad.

As SSP Operations, he supervised operational policing activities, coordinated with senior field officers, reviewed security arrangements and oversaw policing measures aimed at maintaining public safety across the federal capital.

His responsibilities included supervising police stations, reviewing ongoing investigations, overseeing operational deployments and coordinating with officers responsible for crime prevention.

Khan also remained associated with Islamabad’s Safe City project, where he gained experience working with technology-based policing infrastructure, digital monitoring systems and integrated public-safety operations.

His earlier responsibilities reportedly included an additional assignment relating to cybercrime matters within Islamabad Police, providing him with exposure to technology-assisted investigations and digital security issues.

Experience in Cybersecurity and Information Technology

Khan is regarded by colleagues familiar with his professional background as an officer with experience in cybersecurity, information technology and modern policing systems.

His previous involvement with Islamabad’s Safe City infrastructure and cybercrime-related responsibilities forms an important part of his professional background.

The combination of operational policing experience and familiarity with digital investigation systems is relevant to the NCCIA’s specialised responsibilities.

The agency deals with electronic offences, digital evidence, technology-assisted investigations and related matters under Pakistan’s applicable cybercrime legislation.

Federal Constabulary and Khyber Pakhtunkhwa Experience

Before joining the NCCIA, Khan had been serving with the Federal Constabulary, where he reportedly held responsibilities as Capital Commander.

His professional background also includes service in Khyber Pakhtunkhwa, where, according to career details provided to Islamabad Tribune, he held district-level command responsibilities in four districts.

Khan belongs to the 42nd Common Training Programme of Pakistan’s civil services and has served in different operational and administrative positions throughout his policing career, according to the same background information.

These appointments have provided him with experience across federal and provincial law-enforcement organisations.

New Responsibilities at NCCIA Islamabad

As Additional Director of the NCCIA Islamabad Zone, Khan joins the agency’s senior leadership structure responsible for its work in the federal capital.

The NCCIA is Pakistan’s specialised federal investigation agency dealing with offences involving electronic communication systems, online financial activities, digital platforms and technology-related misconduct.

Its responsibilities include cyber investigations, digital forensics, evidence preservation and coordination with relevant legal and technical authorities.

The Islamabad Zone is an important operational component of the agency because of its proximity to federal government institutions, regulatory organisations and other national-level stakeholders.

Khan’s appointment brings an officer with previous experience in Islamabad policing, Safe City operations and federal law enforcement into the agency’s Islamabad management.

His new assignment comes during an ongoing period of administrative appointments under DG Syed Ali Nasir Rizvi, with the latest notification confirming changes at both NCCIA Headquarters and its Islamabad Zone.

The October 6 notification formally establishes Khan’s posting as Additional Director, NCCIA Islamabad, while his assumption of charge has been reported through information provided to Islamabad Tribune.
