CDA orders recovery of 898 kanals in Shah Allah Ditta and seeks report on land occupation

Member Estate Muhammad Zaman Wattoo directs officials to establish responsibility for failure to safeguard land acquired for a landfill or controlled dumping site.

ISLAMABAD: The Capital Development Authority (CDA) has directed its relevant departments to take immediate measures to recover and protect 898 kanals of land in Mouza Shah Allah Ditta following a complaint concerning alleged encroachment on the authority’s property.

According to the supplied copy of an official letter dated October 15, 2026, CDA Member Estate Muhammad Zaman Wattoo has instructed the Deputy Commissioner, CDA, to submit an updated report on the physical occupation of the land.

The letter states that the land was acquired for the establishment of a landfill or controlled dumping site. It directs officials to establish its current status and coordinate with the relevant CDA departments to retrieve the property and protect it against unauthorised occupation.

The instructions follow correspondence from the National Accountability Bureau’s Islamabad/Rawalpindi Region dated October 8, 2026. The CDA letter’s subject refers to a complaint against officers, officials and others concerning alleged encroachment on CDA land in Mouza Shah Allah Ditta.

Responsibility to Be Established

Alongside the land status report, Wattoo has directed officials to identify and fix responsibility on revenue officers and officials who failed to discharge their duties in safeguarding the property.

The letter does not name any officer or private individual as responsible. It also does not announce a disciplinary penalty or establish the outcome of the complaint.

The directions place both the recovery of the land and the conduct of the officials responsible for its protection under administrative scrutiny.

Recovery Measures Ordered

The Deputy Commissioner, CDA, has been instructed to take the necessary measures in coordination with the authority’s relevant departments. Copies of the letter are marked to the Director General, Lands and Rehabilitation, CDA, and the Additional Director (Staff) to the Director General, NAB Islamabad/Rawalpindi.

Although the letter seeks a report concerning the entire 898-kanal holding, it does not specify how much of that land is currently under unauthorised occupation. It provides no breakdown of structures, occupants or individual parcels.

The document also does not confirm that a recovery operation has taken place, identify a deployment date or specify a deadline for submitting the report.

The latest documented development is therefore an instruction to establish the land’s physical status, determine responsibility for failures in its protection, and initiate coordinated recovery and safeguarding measures. Any subsequent recovery or departmental action will require separate confirmation.
