Islamabad: President of Pakistan has conferred the prestigious Tamgha-e-Imtiaz upon four young officers serving in Islamabad for their key role in one of the capital’s most significant anti-encroachment operations at Bari Imam, where government land worth nearly Rs1 billion was recovered from illegal occupation.
The officers honoured include SSP Operations Islamabad Capt. R Qazi Ali Raza, Additional Deputy Commissioner General Islamabad Shehzada Muhammad Yousaf, Director Municipal Administration Dr Anam Fatima, and PAS officer Capt. (Retd.) Awais Afzal Ch.
The Bari Imam operation was considered a major coordinated enforcement action involving the Islamabad administration, police, municipal authorities, and CDA-backed teams. According to President office the operation helped reclaim valuable state land in the federal capital and reinforced the government’s stance against illegal encroachments in sensitive urban areas of Islamabad.
Who are these Young officers?
Shehzada Muhammad Yousaf — PAS Officer with International Corporate Background
Additional Deputy Commissioner General Islamabad Shehzada Muhammad Yousaf belongs to the 47th Common of the Pakistan Administrative Service (PAS). Before joining the civil services, he completed his BA (Hons) from the University of Manchester in the United Kingdom.
During his student years abroad, he served as an International Students Officer, where he represented more than 10,000 international students. Professionally, he worked with PwC UK as an Associate from 2012 to 2015 and later joined AWT Investments Limited in Islamabad as Unit Head Financial and Investment Advisory.
He appeared in the Central Superior Services (CSS) examination in 2018 and secured the 9th position nationwide. Prior to his Islamabad posting, he served as Assistant Commissioner Faisalabad and is currently overseeing key administrative and enforcement affairs in the capital as ADC General Islamabad.
Dr Anam Fatima — MBBS Graduate Turned Civil Servant
Dr Anam Fatima, also from the 47th Common of PAS, currently serves as Director Municipal Administration (DMA) and Chief Officer Metropolitan Corporation Islamabad (MCI) under the Capital Development Authority (CDA).
She graduated in MBBS from King Edward Medical University Lahore before joining Pakistan’s civil services. Throughout her administrative career, she has served in various field postings including Assistant Commissioner Lahore and Assistant Commissioner Bahawalpur.
As DMA Director in Islamabad, she has remained actively involved in municipal regulation, enforcement drives, anti-encroachment campaigns, and urban management initiatives in the federal capital.
SSP Operations Capt. R Qazi Ali Raza — Ex-Army Captain Leading Islamabad Operations
Captain (Retd.) Qazi Ali Raza Awan, a senior Police Service of Pakistan (PSP) officer from the 44th Common Training Program, is currently serving as SSP Operations Islamabad after assuming charge in November 2025.
Before joining the police service, he served in the Pakistan Army as a captain for nearly nine years. He also holds a Master’s degree in International Relations.
Over the years, he has served in several important operational assignments including SP Sadar Quetta, SP City Lahore, and SP Cantt Lahore. Known for his strict operational style, public complaint hearings, and surprise inspections, Qazi Ali Raza has led crackdowns against organized crime, vehicle theft networks, illegal weapons, and narcotics in Islamabad.
His operational coordination played a significant role during the Bari Imam land recovery operation.
Capt. R Awais Afzal Chaudhry — Former Army Officer Serving in PAS
Captain (Retd.) Dr Awais Afzal Chaudhry belongs to the Pakistan Administrative Service and is part of the 47th Common.
After serving in the military, he joined the civil bureaucracy through the armed forces quota and initially worked in administrative roles under the Government of Balochistan. He later served in the Interior Division in Islamabad as Section Officer before being promoted to BS-18 in February 2025.
Before his recent deputation to the Pakistan Cricket Board (PCB), where he is currently serving on a two-year assignment, he remained associated with the Islamabad Capital Territory administration under the Interior Ministry and contributed to administrative coordination efforts in the federal capital.
Young Officers Receive National Recognition
The conferment of Tamgha-e-Imtiaz on these officers is being seen as recognition of coordinated governance and enforcement efforts in Islamabad. The Bari Imam anti-encroachment operation had drawn national attention due to the scale of recovered land and the involvement of multiple civic and law enforcement departments.
The recognition has also sparked discussion on the growing role of young PAS and PSP officers in leading urban governance, anti-land mafia operations, and administrative reforms in the federal capital.
