Islamabad Police Promotes 111 Officers in Major Departmental Reshuffle, 25 Cases Deferred

ISLAMABAD: The Islamabad Police has promoted 111 officers to higher ranks following recommendations of the Departmental Promotion Committee (DPC), according to two official promotion orders issued by the Office of the Inspector General of Police (IGP), Islamabad.

The promotion orders, issued on 27 July 2026, elevate 74 Assistant Sub-Inspectors (ASIs) to the rank of Officiating Sub-Inspector (BS-14) and 37 Sub-Inspectors (SIs) to the rank of Officiating Inspector (BS-16) after the committee assessed officers on the basis of overall satisfactory performance, service record and seniority-cum-fitness.

According to the first notification, the Departmental Promotion Committee met on 17 July 2026 and recommended the promotion of 74 confirmed ASIs belonging to the General Executive, Wireless Operator, Wireless Mechanic and MT Mechanic cadres. The promotions have been made effective from 17 July 2026.

The second notification states that the DPC, in its meeting held on 16 July 2026, recommended the promotion of 37 senior-most eligible Sub-Inspectors from the General Executive and Telecommunication cadres to the rank of Officiating Inspector (BS-16) with effect from 16 July 2026.

The official orders state that the promotions were approved by the Inspector General of Police, Islamabad, after examining the officers’ overall performance, service records and seniority in accordance with departmental rules.

Promotions Across Operational and Technical Wings

The promotion exercise covers officers serving in both operational and technical branches of Islamabad Police.

Among the 74 ASIs promoted:

• 65 belong to the General Executive cadre.
• Seven are Wireless Operators.
• One is a Wireless Mechanic.
• One is an MT Mechanic.

Among the 37 officers promoted to Inspector:

• 36 belong to the General Executive cadre.
• One belongs to the Wireless Mechanic cadre.

The orders further state that all promoted officers will remain on probation for two years under Rule 13-18 of the Police Rules, 1934, as adopted by ICT Police.

25 Promotion Cases Deferred or Not Recommended

Besides approving promotions, the Departmental Promotion Committee also reviewed a number of officers whose cases were either deferred or not recommended.

According to the official documents, seven ASIs were not promoted during the current meeting.

The notification states that:

• Four officers were on scholarship in China.
• One officer was serving on foreign deputation through the Ministry of Foreign Affairs.
• One officer had not completed the mandatory one-year Annual Confidential Report (ACR) period after returning from an overseas scholarship.
• One ASI’s promotion was deferred due to poor service record, unsatisfactory performance, integrity concerns and general reputation, with the committee observing that the officer requires improvement before being considered for promotion in future.

The second promotion order states that 18 Sub-Inspectors were not promoted for various reasons.

According to the notification:

• Five officers had not qualified the mandatory Upper School Course, making them ineligible for promotion.
• Several cases were deferred after observations relating to poor service record, weak performance, integrity concerns and general reputation.
• One officer was under suspension with pending Show Cause Notices (SCNs).
• One case could not be processed due to an incomplete service record.

Merit-Based Promotion Process

The official orders emphasise that the Departmental Promotion Committee considered each officer’s eligibility individually before making its recommendations.

The promotions were approved after evaluating service history, performance assessments and seniority, while cases not meeting the prescribed criteria were deferred until the identified deficiencies are addressed.

The latest promotion exercise is among the largest personnel reshuffles undertaken by Islamabad Police in recent months and is expected to strengthen supervisory leadership across policing, investigation, communication and technical units.
