PM Forms JIT to Probe One Constitution Avenue Case After Committee Report

ISLAMABAD: Prime Minister Shehbaz Sharif has constituted a Joint Investigation Team (JIT) to investigate the One Constitution Avenue matter after receiving the report of a high-level committee formed to review the case.

According to official sources, the decision was taken following the committee’s recommendations submitted to the prime minister. The JIT has been tasked with conducting a comprehensive investigation into the matter, identifying those responsible, and submitting its findings to the federal government.

The investigation team will be headed by a Grade-21 officer of the National Accountability Bureau (NAB). Representatives from the Federal Investigation Agency (FIA), Intelligence Bureau (IB), Inter-Services Intelligence (ISI), Federal Board of Revenue (FBR), the Securities and Exchange Commission of Pakistan (SECP), and the Ministry of Interior will also serve as members of the JIT. NAB has been directed to issue the formal notification and provide secretarial support to the investigation.

Sources said the JIT has been mandated to examine all legal, financial and administrative aspects of the One Constitution Avenue project, determine whether any violations of law or irregularities were committed, identify individuals or institutions responsible, and submit a detailed report to the prime minister within 60 days.

The development follows the formation of a high-level committee by Prime Minister Shehbaz Sharif earlier this year after controversy surrounding the One Constitution Avenue project. The committee, headed by Federal Law Minister Azam Nazeer Tarar, reviewed the matter and heard the views of relevant stakeholders before presenting its recommendations to the prime minister. Pending the review, the federal government had directed the Islamabad administration and the Capital Development Authority (CDA) not to take further action until a final decision was made.

The One Constitution Avenue case has remained under public and legal scrutiny following disputes over the project’s legal status, financial obligations and regulatory compliance. The newly constituted JIT is expected to determine the facts and recommend further legal or administrative action in light of its findings.
